Board Member - District 1

Devetrion D. Caldwell, the Douglas County Board of Education's newest member, spent most of his K-12 educational time as a student in the Douglas County School System and is a Class of 2009 Temple High School graduate. He is the youngest person ever elected locally to the board and is perhaps one of the youngest elected to any school board in Georgia.

Mr. Caldwell is a graduate of Bauder College, since affiliated with Kaplan University, with a degree in Fashion Merchandising and earned certificates in networking, social media training and event planning. He graduated with a 3.4 GPA and has aspirations to further his education.

A community advocate, Mr. Caldwell encourages dialogue connecting parents, students, staff and community. Determined, positive and efficient, he is focused on student achievement and success. He is an active community leader and is a board member as well as secretary of the Tallatoona Community Action Partnership, a renowned non-profit organization specializing in assisting low income residents acquire useful skills, knowledge and opportunities to achieve self-sufficiency. Other community engagement includes serving on the Juneteenth Committee for Douglasville, Douglas County 2017 SPLOST Selection Committee, the Black Education Historical Exhibit- Melvin Johnson Scholarship Banquet and F.I.T for The Future, A Community Development Group.

Employed by a metro area funeral home at their Douglas County location, Mr. Caldwell is also the retail manager and visual merchandising specialist for a local women's specialty boutique where he specializes in image consulting and public relations.

Mr. Caldwell is in his second term which ends December 31, 2024.

Mr. D.T. Jackson is a Georgia native, born and raised in Atlanta. He attended B. T. Washington High School and Morehouse College. Mr. Jackson served in the Marine Corp and in Vietnam. He is widowed with 3 children. One of his children graduated from Douglas County High and currently serves in the U. S. Air Force. His oldest child currently works in China, teaching English. His youngest child is a graduate of New Manchester High.

He is the current President of Hunters Ridge Homeowners Association and is a member of Cornerstone Baptist Church, where he serves as an usher and a member of the Men's Fraternity.

Mr. Jackson currently works for an International Company as a Senior Recovery Agent. He has over 40 years of experience in the financial recovery industry, with 32 years of management experience managing up to 80 employees, including the responsibility of a monthly inventory of over 80 million dollars.

Mr. Jackson was elected Board of Education Chair in January 2015 and 2016. Mr. Jackson is in his third term which began January 1, 2019 and ends December 31, 2022.

Ms. Rookard is a global business strategist with a 15+ year history managing, providing business development strategy, and proposal responses for federal, state, and international clients. She is also an accomplished technical writer with a repertoire of complex reports, manuals, and magazine articles published throughout the world. Her ability to generate concise, relevant, and persuasive content makes her a leader in the industry. Ms. Rookard is the recipient of multiple performance awards and to date, her clients are in receipt of more than $100M in contracts due to her efficiency processes and business development efforts. Ms. Rookard is the author of international articles focused on governmental cost control. She's written cost control content for The Defense Journal (UK), The PPP Journal (UK) and The Military Engineer (U.S.).

She is also an active Douglas County resident with a range of past and present volunteer efforts:

- Douglas County Youth Against Violence Program (past instructor and leadership curriculum developer)

- National Tourette Syndrome Association (present) on behalf of her son who lives with this disorder

- Chapel Hill High school band parent

- University of West Georgia (Independent Student Mentor)

- Alabama A&amp;M University Band Alum

Ms. Rookard is a proud Douglas County homeowner and the creator of the School District 3 monthly Newsletter. The first web issue is releasing January 2015. As a community activist she is employing an extensive list of outreach activities for the community to promote engagement.

Ms. Rookard has two academically advanced sons who were both products of the Douglas County School system. One son is a successful college student and the other a gifted student completing his Private Pilot's license while still in high school. Ms. Rookard is happily married to the love of her life and they can be seen regularly in the community with their wonderful dogs Thelma and Louise.

Ms. Rookard was elected Board of Education Chair in January 2017.  Ms. Rookard is in her second term which began January 1, 2019 and ends December 31, 2022.

Ms. Simmons is an educator with 11 plus years of experience in education in the private and public sector. She is a 2017 Georgia Partnership for Excellence in Education Fellow. Ms. Simmons is also an Elementary Special Education teacher.

She has served in China through ESEC working with teachers from various provinces in China to help improve their oral English and right brain teaching skills. Very active in the community, Ms. Simmons continues to volunteer with Hosea Feed the Homeless. She is a member of the Georgia School Board Association, PTA, Georgia Association of Educators and the National Council of School Board Members.

Michelle is a native of Chicago, Illinois earning her Bachelor of Science in Business Administration and Information Systems from Illinois State University (ISU), a MBA and a MPA from Keller Graduate School of Management. She received certification to teach Early Childhood Special Education from Mercer University and is endorsed to teach Mild Moderate Intellectual Disabilities. Michelle has a heart for sign-language. Michelle served as Vice Chair of the Board of Education in 2015 and was re-elected Vice Chair in 2017. Michelle is in her second term which began January 1, 2019 and ends December 31, 2022.
